Its an numerical value assigned by Google, to show the importance of the site in Google. It assigns page rank on the scale of 0-10. Higher the page rank higher the importance of the site to Google. The page rank is calculated on the basis of the inbound links (Backlinks) that the site get and the page rank of the site providing the link. There are also other factors like the relevance of the search terms in the content and the traffic that the site generates.
Eg: There are two sites, site A and B. Now there is a link from A to B. Thus B gets a vote in the form of link from A. More the number of votes to the site, higher will be the page rank. Also if the page rank of A is higher than B, then it will help to give a boost to the page rank of B.
